There is no Roosevelt source. Wikiquote lists the line among his disputed quotations, and the oldest attribution to him that anyone has produced is a 1952 book on public speaking — thirty-three years after he died. The joke itself is older than the credit: a version of it was already running as unsigned newspaper filler in January 1899, and Mother Jones was using her own form of it in a 1903 speech — a speech addressed, as it happens, to President Roosevelt.
