There is no Roosevelt source. Wikiquote lists the line among his disputed quotations and traces the credit no further back than a 1952 book on public speaking — but the Library of Congress newspaper archive has it pinned on him seven years earlier than that, in a Veterans of Foreign Wars newsletter of 1 March 1945 ↗, twenty-six years after he died. The joke itself is older than any of the credits: a version was already running as unsigned newspaper filler in January 1899, and Mother Jones was using her own form of it in a 1903 speech — a speech addressed, as it happens, to President Roosevelt.

  • Wikiquote’s Rail transport page traces the sentiment to an unsigned item in the Chicago News, reported in the Locomotive Engineers Journal volume 33 (1899), page 69, and states plainly that “the origin of the sentiment is often erroneously attributed to Theodore Roosevelt” Wikiquote — Rail transport ↗.
  • We confirmed that 1899 paragraph independently rather than take it on trust, and it reads exactly as quoted above: The Pocahontas Times (Huntersville, West Virginia), 19 January 1899, page 1, in the Library of Congress’s Chronicling America archive, printed as filler and credited “—Chicago News.” (We are citing that page rather than linking it: the Library of Congress viewer refuses automated requests, so we could not confirm the link resolves for a reader.)
  • The best-known relative of the joke is Mother Jones’s: “I asked a man in prison once how he happened to be there and he said he had stolen a pair of shoes. I told him if he had stolen a railroad he would be a United States Senator.” It is in chapter 10 of her Autobiography, in a Coney Island speech from the 1903 March of the Mill Children Autobiography of Mother Jones, Project Gutenberg ↗ — a speech whose whole point was to demand that President Roosevelt act on child labour.

The attribution problem

A line about educated men stealing on a grander scale sounds like the trust-busting president, which is most of why it gets pinned on him. What is missing is any occasion on which he said it.

An unsigned Chicago News paragraph, 1899 ancestor, not this wording

A related quip, 1903 echo, not the origin

Her version swaps the freight car for a pair of shoes and the railroad for a Senate seat, and she aimed it at Roosevelt rather than borrowing it from him Autobiography of Mother Jones ↗.

The sentiment is real, old and American; the attribution is not. Nobody has produced a Roosevelt source, and the joke was in print before he was president Wikiquote — Rail transport ↗.

Context

Why it stuck to him

Roosevelt’s trust-busting reputation rests substantially on a railroad case. His Justice Department sued the Northern Securities Company — one of the first antitrust cases filed against corporate interests rather than labour — won, and had the company dissolved, so that its three railroads operated independently again Northern Securities Company — Wikipedia ↗. A wisecrack about the man who steals the whole railroad and walks free reads as something he might have growled at a reporter.

The irony is that the joke belonged to the people pushing him. Mother Jones was firing her version of it at Roosevelt from a stage at Coney Island in 1903, with mill children in animal cages beside her, trying to get him to act on child labour. A generation later the line came back with his name on it.

The joke was aimed at Roosevelt long before it was credited to him.

Wikiquote’s earliest datable attribution to him is a 1952 book on public speaking — thirty-three years after his death.

The joke is documented in an unsigned Chicago News paragraph reprinted on 19 January 1899, when Roosevelt had been governor of New York for less than three weeks.

Mother Jones used her own form of it in 1903, in a speech demanding that President Roosevelt act on child labour.
