Monticello’s Jefferson scholars list this among their spurious quotations — it appears nowhere in Jefferson’s correspondence or writings. The earliest documented text is a 1961 Quaker pamphlet that posed it as a question, not a slogan; Wikiquote records that the line was popularized by various users in the 1960s, and by 1969 it had hardened into a flat assertion in the mouth of New York Mayor John Lindsay.
