Who really said it

Education is a weapon whose effects depend on who holds it in his hands and at whom it is aimed

Spoken by Joseph Stalin
Attribution status: Verified Reuse status: Rights unconfirmed

Stalin said it in Russian, in his conversation with H. G. Wells dated 23 July 1934: “Ведь образование — это оружие, эффект которого зависит от того, кто его держит в своих руках, кого этим оружием хотят ударить.” The popular English follows that sentence almost word for word, but its translator is unidentified. The standard English text of the interview words it differently.

Work
Conversation with the English writer H. G. Wells (English title: “Marxism Versus Liberalism”)
Date
23 July 1934
Russian text
Bol’shevik, 1934, no. 17 (as reproduced in Stalin’s collected works, vol. 14)
Translation
Popular wording: unidentified translator, a close literal rendering of the Russian. Standard English: Works, Vol. 14 (London: Red Star Press, 1978)

Just now you spoke about “educated people.” But what educated people did you have in mind? Were there not plenty of educated people on the side of the old order in England in the seventeenth century, in France at the end of the eighteenth century, and in Russia in the epoch of the October Revolution? The old order had in its service many highly educated people who defended the old order, who opposed the new order. Education is a weapon the effect of which is determined by the hands which wield it, by who is to be struck down. Stalin to Wells

Standard English text from Works, Vol. 14 (Red Star Press, 1978). The Russian original reads: “Ведь образование — это оружие, эффект которого зависит от того, кто его держит в своих руках, кого этим оружием хотят ударить.” Literally: “After all, education is a weapon whose effect depends on who holds it in his hands, whom one wants to strike with this weapon.” The popular quotation is close to that literal reading.

How the line traveled

  • 23 July 1934: Stalin talks with H. G. Wells. The Russian transcript, printed in Bol’shevik (1934, no. 17), has the sentence “образование — это оружие, эффект которого зависит от того, кто его держит в своих руках…” (Russian text, Marxists Internet Archive ↗)
  • Standard English: the English text in Stalin’s Works, Vol. 14 (Red Star Press, London, 1978) reads “Education is a weapon the effect of which is determined by the hands which wield it, by who is to be struck down” (English text ↗)
  • The popular wording, “whose effects depend on who holds it in his hands and at whom it is aimed,” is what quote collections repeat. Wikiquote lists it under Stalin’s interviews but gives the source as “Interview with H. G. Wells (September 1937)” (Wikiquote ↗)
  • Mis-dated: a library blog prints the line as “Joseph Stalin, 1953” and cites J. B. Simpson’s Contemporary Quotations (1964) (USF Gleeson Library blog ↗)

The words are Stalin’s, from a Russian transcript published in 1934. The popular English wording comes from a translation we could not identify, so we assert no copyright status for it. The different standard English text appears in Works, Vol. 14 (Red Star Press, 1978), which the Marxists Internet Archive transcribes.

The real story: right speaker, loose wording, wrong dates

This is one of the rare viral Stalin quotations that he actually said. What goes wrong online is the wording and the date.

WordingThe popular English version Retranslation

Stalin’s standard English text does not say “whose effects depend on who holds it in his hands and at whom it is aimed.” Works, Vol. 14 gives “Education is a weapon the effect of which is determined by the hands which wield it, by who is to be struck down” (English text ↗). The popular version is closer to the Russian original ↗, but no one has identified who translated it.

Date“September 1937” Mis-dated

Wikiquote’s source note reads “Interview with H. G. Wells (September 1937)” (Wikiquote ↗). The transcript of the conversation is dated 23 July 1934 (MIA ↗).

Date“1953” Mis-dated

Some citations print the line as “Joseph Stalin, 1953,” for example a library blog that cites Simpson’s Contemporary Quotations (1964) (USF blog ↗). The words come from the 1934 Wells conversation.

Joseph Stalin said it, in Russian, to H. G. Wells on 23 July 1934. The viral English is a fair but unofficial translation of his sentence (Russian text ↗).

Context

Why he said it

Wells, then president of the PEN writers’ club, came to Moscow to ask Stalin “what you are doing to change the world.” He argued that class-war propaganda “may detach from socialism just those educated people whom socialism needs.”

Stalin turned the point around. Educated people had served the old order in seventeenth-century England, eighteenth-century France and Russia in 1917. Education, he said, is a weapon, and what it does depends on whose side it serves. He went on to say that the proletariat does need highly educated people, and that the real question is “which intelligentsia” is meant.

Education is a weapon the effect of which is determined by the hands which wield it.

How the Russian sentence compares with the two English versions

Russian: “Ведь образование — это оружие, эффект которого зависит от того, кто его держит в своих руках, кого этим оружием хотят ударить.”

Standard English (Works, Vol. 14): “Education is a weapon the effect of which is determined by the hands which wield it, by who is to be struck down.”

Popular English: “Education is a weapon whose effects depend on who holds it in his hands and at whom it is aimed.” “Who holds it in his hands” matches the Russian word for word. “At whom it is aimed” loosens the Russian, which literally says “whom one wants to strike with this weapon.”
