There is no Churchill source — not a speech, a book, a letter or a reported remark. The saying is an anonymous commonplace that surfaces independently in three languages long before he was born: French in 1842, English in 1844, Italian in 1852. The nearest thing to a famous author is George Orwell, who wrote a real version in 1944 — but he wrote ‘winners,’ and he meant close to the opposite of what people mean today.

How we traced it

  • Working from digitised 19th-century archives, researchers have found the saying circulating in three languages before any of its supposed authors: French in 1842, English in 1844 (applied to Robespierre’s posthumous reputation), Italian in 1852, and of the Battle of Culloden by 1889 the archival trace ↗.
  • The earliest clean instance of the exact modern American wording is a US Senate speech of 1891: history ‘is written by the victors and framed according to the prejudices…’ — still fifty years before Churchill is supposed to have said it.
  • No documented Churchill utterance exists in any form. The confusion appears to come from a different line that really is his, spoken in the House of Commons in 1948 — see below History News Network ↗.

The 19th-century instances (1842–1891) are anonymous and long out of copyright, so the saying itself is free to reproduce. Two cautions: Orwell’s 1944 sentence is his own text — public domain in the UK and EU since 2021, but its US status depends on renewal and is unresolved — and the genuine 1948 Churchill line remains in copyright to 2035 via his estate. Since the saying is not Churchill’s, his estate’s term does not touch it. This is not legal advice.

The attribution problem

This is the most-asked attribution question we track, and it has an unusually clean answer: everyone who is offered as the author was born too late, said something different, or was never connected to it at all.

Not Winston Churchill no source of any kind

No speech, book, letter or reported remark. It also predates his birth by more than thirty years. We deliberately do not give a date for when the Churchill credit began — nobody has documented one, and inventing a date is exactly the error this site exists to correct the investigation ↗.

George Orwell — real, but different different word, opposite meaning

Orwell genuinely wrote ‘history is written by the winners’ in Tribune on 4 February 1944. Two catches: the word is ‘winners,’ and he was warning that totalitarian power can impose falsehood — not shrugging that truth is relative, which is how the line is used now. He also postdates 1842 by a century, so he popularised it rather than coined it read the column ↗.

A different quote entirely conflation

Napoleon is associated with ‘history is a set of lies agreed upon’ — itself traceable to Fontenelle in 1724, who wrote ‘fable,’ not ‘lies.’ That is a separate saying, and Napoleon disclaimed coining it.

No evidence at all unsupported

Both circulate as authors; no source has ever been produced connecting either man to any wording of it.

Related but different claim not authorship

At Nuremberg he said ‘the victor will always be the judge, and the vanquished the accused.’ That is a claim about who sits in judgment, not about who writes the books.

Context

Why it resonates

It sounds like hard-won realism, and it lets the speaker dismiss any inconvenient historical account without having to engage with it. That combination — sceptical-sounding and argument-ending — is why it travels so well, and why it wants a famous cynic’s name attached.

The irony is difficult to miss. A saying about the powerful rewriting the record has itself been quietly reassigned to the most famous victor-who-wrote-the-history available, displacing a century of anonymous authors who actually said it first.

Orwell really did write it. But he wrote 'winners', and he meant the opposite.

The line Churchill really did say

House of Commons, 23 January 1948, Hansard column 557: ‘For my part, I consider that it will be found much better by all parties to leave the past to history, especially as I propose to write that history myself.’

That is the genuine, verifiable Churchill remark — and it is a joke about his own book contract, not a theory of historiography.

The popular polish of it, ‘History will be kind to me, for I intend to write it,’ is a paraphrase with no verbatim source, though he used variants of the gag from the 1930s.

Unlike the saying on this page, that 1948 line is genuinely his — and so remains in copyright until 2035.

Sir Winston Churchill won the Nobel Prize in Literature and wrote his own war history, which makes him the perfect magnet for this particular saying — he is the one modern statesman of whom ‘the victor wrote the history’ is literally true. The International Churchill Society maintains a database of some 2.5 million words of his and runs a standing page of things he never said; this saying appears nowhere in the former.
