Quote Investigator concludes “Margaret Thatcher did pronounce this maxim” ↗ and traces it to a page-one quote in the London Evening News of 20 May 1965, reporting her that afternoon to the National Union of Townswomen’s Guilds. She was a backbench MP at the time.
