Roosevelt said it at the Grand Canyon on 6 May 1903, and this exact wording is the one printed in the official text of the address in Presidential Addresses and State Papers, Part One (P. F. Collier & Son, New York, 1905), page 370. The reporter’s transcript of the speech as delivered carries the same thought in slightly different words — the second sentence there reads “Man cannot improve on it; not a bit.”
