Voltaire has no connection to it whatsoever: the earliest Voltaire credit anyone has found is a 2004 popular meditation anthology, 226 years after his death. The line belongs to Stanisław Jerzy Lec, and it is printed in More Unkempt Thoughts (Funk & Wagnalls, 1968), translated from Polish by Jacek Galazka. There is one loose thread we will not tuck in: nobody has located the Polish original, and the earliest English instance of all — a Paul Harvey column of January 1964 — carries no attribution at all.
