On s'engage et puis... on voit
Two different questions get tangled here. Did Lenin quote it? Yes — in Our Revolution, written 16–17 January 1923, and he even hedged: ‘Napoleon, I think, wrote…’ Did Napoleon say it? No source has ever been produced. The maxim appears in print in a slightly longer form — on s’engage partout, et puis l’on voit — in 1819, in Napoleon’s own lifetime, with nobody’s name attached; an 1822 Prussian staff work credits it instead to the Russian general Yakov Kulnev. Napoleon’s name arrives later.
