One death is a tragedy; a million deaths is a statistic
There is no Stalin source. It is not in his collected works, his speeches or the Soviet record, and Russian historians have not found it. The earliest located printing is the French satirical paper Comic-Finance of 6 March 1924, where it is put in the mouth of an unnamed diplomat of the Quai d’Orsay inside what appears to be an invented anecdote. Kurt Tucholsky gave a German version in 1925 — explicitly as a French joke he was passing on, not as his own line. The Stalin attribution first appears in the United States in 1947.
