Who really said it
Organizations don't get things done. Plans and programs don't get things done. Only people get things done
Colin Powell put these sentences into print — and on the same page handed them to somebody else. In It Worked for Me: In Life and Leadership (2012), pp. 278–279, Powell recalls Adm. Hyman G. Rickover speaking them at a small office promotion ceremony in Washington in the early 1970s, and says their wisdom shaped his life. That memoir is the only primary source for the wording — the earliest text to fix it, and the only one that documents who spoke it: no publication under Rickover’s own name is known to carry it, and Powell is candid that he could not recall who was being promoted or where the room was.
