Roosevelt first put the line in writing in a private letter to Henry L. Sprague on 26 January 1900, then made it famous in his ‘National Duties’ address at the Minnesota State Fair on 2 September 1901 ↗. The 1900 letter survives among his papers at the Library of Congress.
