Almost every printing sources this to Owens’s 1970 book Blackthink, and that citation does not hold up: full-text searches of the digitised book return nothing for this wording, while the same index does surface Blackthink for a line Quote Investigator ↗ verified in it at page 166. Owens may well have said it — in a speech, an interview, or one of his undigitised books — but no primary source for these words has been located.
