There is no Churchill source. Not a speech, book, article, letter or reported remark — and Churchill is the most exhaustively indexed statesman in history, with a searchable database running to millions of his own words. The earliest documented form belongs to Bertram Carr, mayor of Carlisle, addressing the Co-operative Congress in 1919. The Churchill credit does not appear in print until roughly 1979, in a quotation anthology — fourteen years after he died.
