The idea is hers and she put it on the record twice, but neither time in this sentence. Wikiquote’s sourced Thatcher material transcribes her 1976 television interview as “Socialist governments traditionally do make a financial mess. They always run out of other people’s money. It’s quite a characteristic of them,” and adds a note in its own voice: that last sentence “is widely paraphrased as ‘The trouble/problem with socialism is that eventually you run out of other people’s money.’” The line you know is the paraphrase, not the quotation.
