Musk said these exact words when Lex Fridman asked what one question he would put to an artificial general intelligence. It came near the end of “Elon Musk: Tesla Autopilot,” an episode of Fridman’s Artificial Intelligence (AI) Podcast uploaded April 12, 2019. Quote Investigator ↗ confirms it.

Who gets confused here
This Musk line is real, which is rare. The usual mix-ups are about who said which part and what he meant.

Who asked vs. who answeredLex Fridman Asked the question
Fridman, then an AI researcher at MIT, asked the question: what one question would Musk put to an AGI system? The answer, “What’s outside the simulation?”, is Musk’s. Quote Investigator ↗ looked at both men and at an apocryphal origin before settling on Musk.

What it meantElon Musk, quoted as making a claim Context lost
The line is often shared as if Musk were announcing that we live in a simulation. In fact it was his answer to a hypothetical: the one question he would ask an AGI. Quote Investigator ↗ concludes only that Musk suggested he, or humanity, might be in a simulation, and that a future advanced AI might be asked to work out what lies outside it.

Context
Why he asked it
Musk had backed the simulation hypothesis in public before this interview. At Recode’s Code Conference in 2016 he argued that if games keep improving until they are indistinguishable from reality, “the odds that we’re in base reality is one in billions” (as quoted by TechCrunch ↗). He made the case again on The Joe Rogan Experience in 2018 (Wikiquote ↗).
Fridman’s question gave that idea its shortest form. Asked what single question he would put to a human-level AI, Musk passed over questions about physics or the future and asked about the boundary of reality itself.

b. 1971 · Entrepreneur; CEO of Tesla and SpaceX, co-founder of Neuralink
Elon Musk leads Tesla and SpaceX and co-founded Neuralink. He is also one of the internet’s favorite targets for made-up quotes. He has argued in public more than once that our reality may be a computer simulation, so this line fits his record and is one of the few viral Musk quotes with a recording behind it.
