Quote Investigator traced the core of the joke to a filler item in a Rochester, New York newspaper on 10 May 1896, where it was credited to the Munich humour weekly Fliegende Blätter, and found the first version using the word ‘diplomat’ in a 1912 anecdote about the actress Lillian Russell. Frost’s name was not attached until a Tennessee newspaper column in November 1939, and no work of his has ever been shown to contain the line.
