The sentence is Deming’s own, from Out of the Crisis — Wikiquote’s sourced section places it at page 29, with no Point number attached to the entry. It is his own prose rather than one of the numbered 14 Points, which the W. Edwards Deming Institute cites to pages 23–24; the Institute independently cites that same page 29 for the neighbouring line “Inspection is too late. The quality, good or bad, is already in the product.”
