Grace Hopper really did press this idea — the earliest strong match is a 1976 Computerworld interview where she called “We’ve always done it that way” the most dangerous phrase a data-processing manager can use. But the tidy popular version (“the most dangerous phrase in the language … this way”) is a later smoothing, not wording pinned to any single primary source.
