The sentence is the epigraph of Michael Crichton’s novel State of Fear (2004), printed with the byline “George Orwell” and no work, essay or page cited. No appearance of it has been located anywhere before that book — fifty-four years after Orwell died. Crichton is at minimum the vector, and quite possibly the origin.
